1. Though dot would seem to be an obvious answer, it's not. I'd have to say Taejo, as he was minted and there was only one, making him the rarest.

2. If we are talking about famous penquins like Moderators, the answer is Gizmo. If we are talking about famous penquins like the penquin band and candace, I would have to say it is the Sensei.
